9/1/2022 FastBridge PM opt-in status

FastBridge has been communicating about the upcoming "opt-in" release of their new progress monitoring setup page. It turns out that they do not have a way for Iowa users to opt in. After conversation with several people, we decided that the safest and most sane way to approach this is to let users outside of Iowa have the first interactions with the new interface, and let them assist with working out any kinks in the new interface. Depending on that, we will decide when to start using the new interface in Iowa. 

For at least the next few weeks we will sit on the sidelines. You will be OK setting up PM with the existing system for the time being. If you have questions, please use the FAST ticket system
